Kirk and crew arrive at a planet visited the ship Horizon 100 years ago. The planet looks like the gangster days of the 1920s.

Everyone packs a gun.

The USS Horizon left a book about the Chicago Mobs of the 1920s and the alien society based their whole society on the book? And there were other books on radios and stuff. This makes no sense at all. The level of detail just doesn't seem right -- the buildings, cloths, guns, cars, pinball machines, darts, pool, etc.

The mobster boss knows that the people the advanced spaceship have heaters" (ie. phasers) or more advanced weaponry. The mobster boss then radios the spaceship and makes threats against the spacemen. Would he not realize that an advanced society in a spaceship that has advanced weaponry wouldn't come down and just wipe him from the planet?

Why would Spock and McCoy beam right into the office of a mobster boss? Why not beam outside where they are not expected?

Tommy gun carrying gangster style Kirk and Spock; and Kirk driving a manual automobile was hilarious.

Trying to get into the ganster's building, Kirk and Spock get dressed as gansters, steal a ganster car, spend time consulting a kid and concoct a plan to get past two guards. Why go through the trouble? Why not beam back to the ship and then beam directly into the gangster's house?
