Sly Tricks of the Gas Trade

I was getting gas at the Union 76 on Almaden and Blossom Hill when I noticed that they had swapped the locations of the different octanes of gas! Is it me, or isn't it usually lined up like this: 87, 89, and 91? Check out the line up above. They swapped the lower grade 89 position with the 91. Are they banking on some 89 octane customer accidentally getting 91 octane gas? Seems like a pretty dirty trick to me, but I wouldn't put it past some gas station owner to try it out. What do you think?
